IOF vs. Elite Orienteering of B-Nations

The whole last year was a big discussion about the new WorldCup system for 2007. In the end...it all got bad for the most of all nations. Why can they change their rules in the end of a year? Why can they change it so drastically that we got no chance to do something about it?! The whole year long, the main goal for Germany was, to save as many WorldCup places as possible for 2007 and it seemed to work out fine until IOF came with their new rules. Instead of 8 WorldCup Places, we just got 4 for next year...50% reducing.

System:

•Top 3 nations get 8 places
•Next 3 nations (nations 4-6) get 7 places
•Next 3 nations (nations 7-9) get 6 places
•Next 3 nations (nations 10-12) get 5 places
•Next 3 nations (nations13-15) get 4 places
•Rest of nations get 3 places.

Well done, there is nearly no WRE on in this period of the year and still i, myself, do not have the money to travel to the nations where it is a WRE race on. Neither do the most of people have.
Why they coming up with a change of rules that late in the year, when there is nearly nothing to do about it. If this would have been clear already in summer, there would have been the possibility to send as many people as possible to WRE-races...but now there is nothing to do about it and we got directly ****** by the IOF.
